The ongoing government shutdown has already stretched beyond 30 days and now, the food security of millions of Americans is at risk as the funding to the Supplemental Nutrition Assistance Program (SNAP) is drying up and Trump officials have refused to tap into contingency funds. Approximately 42 million individuals per month rely on SNAP benefits and are set to lose them beginning on November 1.

What happens to SNAP benefits already loaded to EBT cards in November?

“EBT cards aren’t expected to stop working when SNAP benefits freeze in November.

Why it matters: About42 million Americans — or around 20 million households — are expected to lose access to their Supplemental Nutrition Assistance Program benefits next month.

  • EBT cards — used by recipients to spend SNAP funds — can still be used if they have leftover funds from previous months, experts said.
  • However, experts said that many people spend their benefits during the month they’re issued — so this is unlikely to help many.

Catch up quick: The government shutdown is expected to stretch into November. It has already disrupted air travel and food assistance,

Any SNAP funds unspent from October or previous months will roll over into November.

Many expect that when the shutdown ends, any missed benefits will be sent retroactively to EBT cards,” Herb Scribner reported on www.axios.com on October 28, 2025.

Judge issues deadline for November SNAP benefit payments

“(U.S. District Court Judge John J.) McConnell ruled that USDA must now ensure that SNAP benefits for November reach recipients in full by the end of Monday, November 3, or that partial payments be issued no later than the end of the day on Wednesday, November 5.

“There is no question that the congressionally approved contingency funds must be used now because of the shutdown,” the judge wrote.

USDA must report to the court by noon on November 3 with a plan to comply. If full payments are not completed, partial payments are to follow by Wednesday. The agency could face further enforcement actions if deadlines are missed,” reported Billal Rahman on www.newsweek.com on November 2, 2025.
