Over the last ten years, the unelected board has held veto power over the territory’s budgets and overseen a massive restructuring of Puerto Rico’s $74 billion debt.

Critics condemn La Junta for an “unelected democratic deficit,” decades of severe austerity cuts to public services, and decaying infrastructure that has left many residents struggling.
